This tutorial explains how to configure standard access lists which are a list of statements permitting or denying access. Imagine the access list as a guard at the inbound interface of your router who checks each statement sequentially. If a packet matches a permit statement, it is allowed through, if it matches a deny statement, it is blocked. If no statement matches, the packet is denied by default. Configuring access lists involves listing specific IP addresses to permit or deny access.

An access control list (ACL) consists of one or more access control entries (ACEs) that collectively define the network traffic profile. This profile can then be referenced by Cisco IOS XR Software software features such as traffic filtering, priority or custom queueing, and dynamic access control.
Normally ACLs reside in a firewall router or in a router connecting two internal networks. When you configure ACLs, you can selectively admit or reject inbound traffic, thereby controlling access to your network or to specific resources on your network. You can set up ACLs to control traffic at Layer 2-, or Layer 3.

Considering and referring to OSI Model, VLan is based at Layer 2 and ACL mostly resides at layer 3 for IP. Vlan is isolation between two separate networks. For instance, Vlan 200 has a network of 192.168. 200.0/24 and vlan 250 has a network of 192.168.
An ACL is a sequential list of permit or deny statements, known as access control entries (ACEs). When network traffic passes through an interface configured with an ACL, the router compares the information within the packet against each ACE, in sequential order, to determine if the packet matches one of the ACEs.
The switch can use ACLs on all packets it forwards. You configure access lists on a router or Layer 3 switch to provide basic security for your network. If you do not configure ACLs, all packets passing through the switch could be allowed onto all parts of the network.
VLAN ACL (also called VLAN map) provides packet filtering for all types of traffic that are bridged within a VLAN or routed into or out of the VLAN. Unlike Router ACL, VACL is not defined by a direction (input or output). All packets entering the VLAN (bridged or routed) are checked against the VACL.
To Configure ACLs Create a MAC ACL by specifying a name. Create an IP ACL by specifying a number. Add new rules to the ACL. Configure the match criteria for the rules. Apply the ACL to one or more interfaces.

You can define ACLs on the VLAN interfaces to apply access control to both the ingress and egress routed traffic. You can define a VACL to apply access control to the bridged traffic.
