Excel stores dates as numbers, and it uses up to 16 digits when creating the date format. The digits to the right of the decimal are interpreted as hours, minutes, seconds, and milliseconds. Therefore a default timestamp upload from Excel will often appear this way: %Y-%m-%dT%H:%M:%S%.

So basically, just open the CSV with File|Open as I did and see if the column is formatted for time. If so, then change the format to what you desire. To do that automatically, find a way to know the CSVs filename and use VBA to open such, then format its column.
How to convert Unix timestamps in CSV exports Copy this formula: =(((Cell Name With Timestamp/60)/60/24)+DATE(1970,1,1)), then press the Enter key. Then right click on the cell that contained the formula and select Format Cell. Select Time and choose the desired time format.
Go to File Save As. The Save As dialog box appears. In the Save as type box, choose the text file format for the worksheet. For example, click Text (Tab delimited) or CSV (Comma delimited).
Open the . RIGHT-CLICK the tile above the Start Date column header. ( Select Format Cells from the shortcut menu. If necessary, select the Number tab (it should appear by default). Removing a Semicolon (;) in a CSV File Change the decimal separator to dot (.) in regional settings within the operating system. Open the CSV file in Notepad and replace all the semicolons with a comma with the find all and replace function. Once saved, try the import again.
