To control the line spacing of text and memo data type fields, one uses the paragraph formatting feature within Crystal Reports. Add the text/memo field to the report canvas. Select the required text/memo object. Either : In the Format Editor dialog box, click on the Paragraph tab. In the Spacing section:
To suppress blank fields: Go to Insert Text Object to add a textbox into the report. Drag the Address fields into the textbox. Right-click on the text box and select Format Text. On the Common tab, mark the Suppress Embedded Field Blank Lines checkbox. Click OK.

Unselect the Keep Object Together check box. Upon previewing the report, the blank page in the Report Header will be removed.
