In short: Each paragraph should have one main idea. That idea is usually expressed in the first sentence, sometimes known as the topic sentence. Every other sentence in the paragraph should related back to that main idea or topic, usually as some kind of supporting information (facts, examples, quotations, etc.).
Its usually a good idea to start with a few introductory sentences before launching into whatever argument or request you want your reader to consider.
