When used as a logical operator, the exclamation mark typically represents the logical NOT operation. It allows you to reverse the truth value of a condition. For example, if a condition is evaluated to true, applying the exclamation mark will make it false, and vice versa.
The ! operator negates, or reverses the truth value of, the expression that follows it. That is, if expression is true , then ! expression is false and vice versa.
Clearing a Bit By performing bitwise AND () of a reset bit with any bit gives a reset bit, i.e. 0 0 = 0 and 1 0 = 0. So, we can use the bitwise AND () operator along with the bitwise NOT ( ~ ) operator to clear a bit.
NOT Operation NOT operation is performed on a single bit and it yields true (1) when the bit is false (0). The exclamation mark (!) or tilde (~) symbols are commonly used for NOT operation. The truth table is. ! 0 (or ~0) = 1.
Negating values For the sake of simplicity, lets assume that we are working with 8-bit signed binary values. Suppose that we start with a value of 00001110, which equates to +14 in decimal. As illustrated below, the standard way to negate this is to first invert all of the bits and then add 1, resulting in 14.
The main use of the ! operator is to invert the logical value of a Boolean expression. When applied to a Boolean value, the ! operator returns the opposite value. For example, if a Boolean variable x has the value 1 (which represents true), the expression ! x would evaluate to 0 (which represents false).

Declare a variable that will hold the bit flags. As needed, set particular bits (i.e., make the bits 1) using the | operator, clear particular bits (i.e., make the bits 0) using the operator, and/or toggle particular bits (i.e., switch the bits to their other value) using the ^ operator.
