Yes, buyers can change their minds about buying the house before officially closing on it. However, once both parties have signed the purchase agreement, it becomes a legally binding contract. Since you put that money down based on the promise that you would follow through with the contract, backing out for any reason thats not outlined in the agreement means the seller is legally permitted to keep your money.
An offer to purchase usually mentions a period of time during which the seller may accept or refuse. You cant withdraw your offer during this period. But you can withdraw your offer if you inform the seller before he or she has received the offer!
