If you can afford to go a bit larger, then even 21px can be pleasant to read. Headings - The headings should be around 1.96 times larger than your body text to create a sufficient contrast.

No, 10 pts is not necessarily too small. However, dont go any smaller because it will affect readability. Generally, a good font size for a resume is 1012 pts. While 10 is on the low side, its acceptable.
A minimum text size of 2.5mm (x-height 1.2mm) or 7 point is the smallest size that most people (and regulators) are likely to consider readable.
