Generally speaking there is no difference. The browser (or any web service client) sends its data to the server and that is passed to the CGI application, that performs some calculations and returns the results. Webservices are just better for handling automatically (you use XML instead of HTML which is hard to parse).
In order to process data from an HTML form, the browser must send the data via an HTTP request. A CGI script cannot check user input on the client side; the user must press the submit button and the input can only be validated once it has travelled to the server.
CGI stands for Common Gateway Interface; it is an API for writing applications (often scripts) that can be run by a web server to service a particular range of URLs. Servlets are an implementation very similar to CGI using a component-ized framework in Java.
A form consists of two distinct parts: the HTML code and the CGI program. HTML tags create the visual representation of the form, while the CGI program decodes (or processes) the information contained within the form.
You create the form on your HTML page, and in the HTML tags for the form you specify the name of the CGI script to call when the user clicks the Submit button on the form. The values that the user enters into the form are packaged up and sent to the script, which can then use them in any way it likes.
The output header of a CGI script must specify an output type to tell the server and eventually browser how to proceed with the rest of the CGI output.
CGI is a standard method used to generate dynamic content on web pages. CGI stands for Common Gateway Interface and provides an interface between the HTTP server and programs generating web content. These programs are better known as CGI scripts. They are written in a scripting language.
JavaScript executes on the client (like Java), and CGI executes on the server. CGI returns an entire document, and JavaScript may act on a tiny part of the page, such as a text field or the status line. CGI has access to information, such as the users IP address, which JavaScript cannot access.
