To change the appearance of your labels, choose a text symbol from the Text Symbol gallery on the Labeling tab, change the properties of the existing label symbol through the Text Symbol group on the Labeling tab, or open the Label Class pane and click the Text Symbol tab.
To label selected features in ArcGIS Pro, the labels must be converted to feature-linked annotations. In the Contents pane, right-click the desired feature layer and select Label.

Ensure that the Standard Label Engine is enabled. Ensure that List By Labeling is the active method of displaying the Contents pane. Choose a label class in the Contents pane and click the Labeling tab. On the Labeling tab, in the Label Placement group, click Label Placement Properties .
Open the Label Manager by clicking the Label Manager button. on the Labeling toolbar. Click a label class in the Label Classes list. Click the placement options you want from the Placement Properties box. Click OK.
