Being flagged is slang for having a suspension of favorable actions. You are forbidden from going to schools, getting awards, getting promoted, etc. Depending on the type you may be forbidden from transferring to a new unit.
Your unit can only keep you flagged for a period of time determined in the service regulation. In the Army, the unit must review your flag every 90 days. If there is good cause to keep it in place then they will do so. An ongoing investigation into some kind of misconduct is an easy reason.
Army Regulation 600-8-2 (Suspension of Favorable Personnel Actions (Flags)) prescribes policies, operating task, and steps governing suspension of favorable personnel actions and is applicable to the Active Army, the Army National Guard and the U.S. Army Reserve.
A flag will remain in place until the commander determines that the service member is no longer in an unfavorable status. This could take a few days or several months, depending on the circumstances. In at least one example, multiple Soldiers remained flagged for more than a year.
A Soldier should not receive a badge or campaign/expeditionary/service medal or ribbon during a flagged period or if the entire period of service is not considered honorable. However, awards governed by law, as opposed to Army regulation, cannot be denied a Soldier who has served honorably.
Will I know if I am Flagged? Yes; the flagging authority, unit commander, or first line supervisor will counsel all Soldiers in writing upon initiation of any Flag within 2 working days, unless counseling will interfere with an ongoing investigation. The Flag will also be visible on the Soldiers ERB or ORB.
These Flags are known as nontransferable. flags. These Flags include, but are not limited to: Adverse Actions. Commanders must Flag Soldiers for adverse actions including: Article 15, UCMJ, or civilian criminal proceedings; inefficiency or misconduct; initiation of non- punitive action; and AWOL status.
What happens with a flag once the Soldier has one? A flag can be either transferable or non-transferable. A transferable flag means that the member can be PCSd to another unit or even installation, but a non-transferable flag means that the Soldier must remain in her current unit until the flag is lifted.
