This document outlines procedures for obtaining any of the four professional radio operator certificates currently issued by Industry Canada.
There are two means by which an individual may obtain the Amateur Radio Operator Certificate with Basic, Morse code, and Advanced Qualifications. They may: be examined by an accredited examiner; or. be examined at the local district office of Industry Canada.
3.2 Compulsory requirements All persons who administer qualification examinations must be holders of an Amateur Radio Operator Certificate with Basic, Morse Code (5 wpm) and Advanced qualifications, and be 18 years of age or older.
The written exam consists of 25 multiple-choice questions and you should be able to complete the exam in less than one hour. Your certificate will be issued by Industry Canada from their office in Ontario.

Before operating an aeronautical radio you are required to hold a Restricted Operator Certificate. In laymens terms, a radio licence. This certificate is for the purpose of operating the aeronautical radio. In order to obtain the certificate, you must pass an exam issued by Industry Canada.
Currently, there are no banned countries. 47 C.F.R. 97.111, authorizes an amateur station licensed by the FCC to exchange messages with amateur stations located in other countries, except with those in any country whose administration has given notice that it objects to such radio communications.
The only way to get your Canadian Amateur Radio Operator Certificate is to successfully complete the Canadian basic amateur qualification examination with a mark of 70% or greater.
All radios that operate within Canada require certification. There is one exemption. When they are built by someone in possession of an advanced amateur (HAM) radio licence they do not require certification. When a radio is built by an Advanced HAM licence holder that radio can only be operated on HAM frequencies.
How can I operate my station in Canada? When a US amateur operates in Canada, simply bring your FCC license, proof of your US citizenship (a birth certificate or other proof) and identify as call / Canadian identifier, like N1KB/VE3.
