this is going to be a short lecture about notice and comment rulemaking and specifically about this issue with general statements of policy and interpretive rules the casebook that Im using for my stretch to our interpretation course has three cases about this some semesters I skip two of them since Im recording lectures I thought I would quickly go through the three of them and Ill have a separate lecture for each one I am going to say this again in future lectures for my law students if youre using my statutory interpretation case book though if you were only going to read one case about this it should be the hochter case the hochter case in your case book about the guy who raises tigers and lions for a living why because Judge Posner wrote it and it explains all of the issues here Im clearer than anyone else ever has I think its a beautiful beautiful case if you read through that case slowly I think this issue will be as clear as if possibly that could be so lets but lets g

Insert a comment Select the text or item that you want to comment on, or click to insert the cursor near the text that you want to comment on. On the Review tab, under Comments, click New. Type the comment text in the comment balloon.
You can try out these steps: Insert the first comment that you wish to later cross-reference. Select the text of the comment that you just entered. Display the Insert tab of the ribbon. Click the Bookmark tool in the Links group. Provide a name that you want to use to reference this comment.
The author name shown in an inserted comment is the name currently specified for the user in File Options General User Name. See Figure 4B below. If you have selected to show comments and revisions inline in the document, Word shows initials in the comment reference.
If you want to hide the comments along with the markups, go to the Review tab and Tracking section of the ribbon. In the Display for Review drop-down box, pick No Markup. This hides all markup, comments, and comment indicators.
On the Review tab, in the Comments group, click the arrow below Delete, then click Delete All Comments in Document.
In the Desktop App, the ordinary search in the Navigation pane will find text in comments, including the authors name. Ctrl+F to get to the search box and type your name.
Comments can be a necessity when developing documents in conjunction with other people. They can be used to help document choices or to mark areas that need attention. You may find it odd, then, that Word doesnt allow you to add comments to headers or footers in the document. Heres a way around this shortcoming.
Select words in the document, and then tap New Comment. Type @ and the first few letters of the persons first or last name, and then pick the name you want (If they dont already have permission to open the document, youll be asked to provide that).
Insert or delete a comment Select the content you want to comment on. Go to Review New Comment. Type your comment. If you want to make changes to any of your comments, just go back and edit them. To reply to a comment, go to the comment, and select Reply.
To permanently clear Markups and Comments Turn Track Changes Off. Accept/Reject All Changes. Delete All Comments. Save the File.
