To speed up a Spotlight search, it creates an index of everything on all connected drives, because thats faster than actually searching every file every time. Because you just installed the OS, everything is new. That means the index is 100% not current, so the whole thing must be built.

This indexing is necessary for Time Machine to function properly and cant be turned off. When searching, Spotlight does exclude items stored on the backup disk that arent part of a Time Machine backup.
Open File Explorer. Right-click on your hard drive (Usually C), and click Properties. Check or uncheck the box next to Allow files on this drive to have contents indexed in addition to file properties. Click on OK.
