A Volume Snapshot represents a Cloud storage volume at a particular point in time. Dont confuse this with a database snapshot, this is a snapshot of the entire volume, regardless of whether it contains a database or not. You can create a snapshot regardless of whether or not a volume is attached to an Instance.
Snapshot is a point in time backup of specific volume while AMI is is backup of the entire EC2 instance that might have multiple attached volumes, exactly like virtual machines. With Packer, you can build automated machine images including AMIs for EC2, VMDK/VMX files for VMware, OVF exports for VirtualBox, etc.
If you create an AMI from an EC2 instance, you can terminate the instance and create a new one from the AMI. If you have taken a snapshot of the EBS boot volume the instances is using, you will need to register it as an AMI before you can create a new instance.

An AMI includes the following: One or more snapshots. Instance-store-backed AMIs include a template for the root volume of the instance (for example, an operating system, an application server, and applications). Launch permissions that control which AWS accounts can use the AMI to launch instances.
AMIs can launch with multiple EBS volumes attached, allowing you to replicate both an instances configuration and the state of all the EBS volumes that are attached to that instance. Note: Instances created from AMIs do not retain or copy any data stored in instance store volumes.
