Tack coats should not be applied during period of cold or wet weather. Best results are obtained if the road surface is dry, has a surface temperature above 27C (80F), and there is no threat of rain.
For new construction, tack coat is not required for hot mix asphalt placed over aggregate base, so the number of layers should be reduced by one when determining the total number of layers requiring tack coat. The tack coat application rate varies with the condition of the existing surface to which it is applied.
