There apparently continues to be a lot of confusion from licensees and even some gun owners as to the transfer of a receiver from an FFL to a customer. The Gun Control Act of 1968 defines the term firearm in the relevant part as (a) any weapon (including a starter gun) which will or is designed to or may readily be converted to expel a projectile by the action of an explosive; (B) the frame or receiver of any such weapon.
