Since XML is a text format and images are usually not (except some ancient and archaic formats) there is no really sensible way to do it. Looking at things like ODT or OOXML also shows you that they don't embed images directly into XML.
File-> New-> Image Asset. In the Asset Type, select Image, provide path to your image file and click on Next and Finish buttons. Android Studio would do the conversion for you.
How to convert PDF to XML in Windows 10 and macOS. Open the file in Adobe Acrobat. Click on the File menu and select Export To. Click XML 1.0 from the pop-up menu. Change the file name or keep the default, which is the PDF file name. Click Save.
