Here are some things to keep in mind: First, you are not the teacher. Its not your job to pass judgment on the merits or faults of the text. Similarly, youre not a proofreader. Youre not merely looking for typos and other minor problems to fix. Most importantly, you are not the writer. You can make suggestions, but you should not try to revise the text yourself, or explain how you would do it differently, or otherwise make decisions for the writer who is ultimately in charge of what ends up on the page. Instead, you are first and foremost a reader. Readers are active participants who seek to understand, engage with the writers ideas, and genuinely respond to what the writer is trying to say. As a reader, you should empathize with the writer, even if you cant exactly relate to their experiences

Peer review feedback is most easily digested and understood by both editors and authors when it arrives in a clear, logical format. Most commonly the format is (1) Summary, (2) Decision, (3) Major Concerns, and (4) Minor Concerns (see also Structure Diagram above).
Try not to overwhelm your peer with too much commentary. Follow the feedback form and the issues you are supposed to address. Be careful not to let your own opinions bias your review (for example, dont suggest that your peer completely rewrite the paper just because you dont agree with his/her point of view).
Everyone involved in the peer-review process must always act ing to the highest ethical standards. Information received during the submission and peer-review process must not be used by anyone involved for their own or others advantage or to disadvantage or discredit others.
The Donts of Peer Review Dont make any personal reference to the authors and avoid exclamation points or an emotional style. Peer review is not an emotional process. Dont say things like, I dont believe it and I find this unconvincing. I find these results underwhelming or trivial or not important.
The bad peer-review It is a peer-review that (1) fails to identify major flaws, to communicate criticism to authors to improve their manuscript and to inform fraud to the editor, and (2) does not review all manuscript sections including references and illustrations.
Journals have no way to coerce reviewers to return their critiques faster. To greatly shorten the time to publication, all actors in this altruistic network should abide by the Golden Rule of Reviewing: review for others as you would have others review for you.
