The National War Labor Board (NWLB) was an agency of the United States government established on April 8, 1918 to mediate labor disputes during World War I.
Throughout WWII, industries met President Roosevelts call to build the arsenal of democracy, but industrialists were not alone. Union leaders and members, too, stepped up by taking a no-strike pledge that lasted throughout the war.
The no-strike pledge was a voluntary agreement made by AFL and CIO leaders to forego work stoppages for the duration of the war. The unions gained immediate approval from the public and support from the government.
On the eve of the war, Samuel Gompers promised President Woodrow Wilson organized labors support and, in effect, offered a wartime no-strike pledge.
Quick negotiations with Gompers and the AFL resulted in a promise: Organized labor would make a no-strike pledge for the duration of the war, in exchange for the U.S. governments protection of workers rights to organize and bargain collectively.
During the 1920s, many of labors gains during World War I and the Progressive era were rolled back. Membership in labor unions fell from 5 million to 3 million. The US Supreme Court outlawed picketing, overturned national child labor laws, and abolished minimum wage laws for women.

The United States entrance into the war on 6 April 1917 brought with it another surge in labor conflict. In the six months between April and October alone, American workers went on strike over 3,000 times.
