The short answer is no. Whether free or paid, use software, and you have to agree to pages of legalese. So-called End User License Agreements or EULAs are ubiquitous. They are so common, in software and on the web, that many users ignore them and blindly click Agree without understanding what theyre agreeing to.
Be careful when you click through. You would not sign a legal document before reading it over carefully, so read the text of the EULA for each piece of software. If you are not sure what the EULA means, feel free to contact your departments IT Service Desk.
Unfortunately, there is still some debate as to whether EULAs are enforceable. Several courts have upheld their validity, including the landmark ProCD, Inc. v. Zeidenberg case of 1996, in which the US 7th Circuit Court of Appeals determined that a click-through license was enforceable.

Traditionally, EULAs are agreed to by a click-through process during software installation, where the user must click I agree to proceed. Courts have generally found such agreements to be binding, but the specifics can vary.
