Snipping Tool in Microsoft Store is the new version of Snip Sketch. Its just been renamed back to Snipping Tool. If App Installer has been installed on Win10, you could try and use Winget to the Snipping Tool. Again, in an elevated prompt (either PowerShell or command), type Winget and press Enter.
