When HDR is enabled for a screen, a screenshot of Google Chrome web page may be overly bright. The solution is to type chrome://flags/#force-color-profile in the address bar of Google Chrome (or edge://flags/#force-color-profile in Microsoft Edge), then change the color profile from Default to HDR10 (where available).
High Dynamic Range (HDR) can sometimes cause screenshots to appear brighter than they are. Go to Settings System Display. Under Advanced display, look for the HDR section. If its enabled, toggle the switch to Off.
I managed to fix my screenshot/snipping tool issues by correcting the Color Management settings of my display. Click Use My Settings For This Device. Add the ICC profile for your device. Set as default to try it out. Click advanced and look at Windows Color System Defaults.
