Safety management focuses on accident prevention and protecting people and property. It begins with understanding risks: identifying potential issues, evaluating their severity, and determining the likelihood of occurrence. A risk assessment helps prioritize the most significant risks, which is vital since organizations often have limited resources. Organizations must decide whether to accept these risks or implement measures to mitigate them. Risk mitigations, or controls, act as barriers and defenses, primarily aimed at reducing the likelihood of incidents. Reducing severity is more challenging and typically requires additional safety measures, like safety belts. It is essential to ensure that all risk control actions are effective.

The four components of a SMS are: Identifying the hazards. Assessing the risk. Analyzing the risk. Controlling the risk.
A Safety Management System (SMS) has become a required and integral part of the certification and eventual operation of an air carrier, required by 14 CFR part 5.
The Airline Safety and Federal Aviation Administration Extension Act of 2010 mandated that the FAA develop a rule requiring all Part 121 operators to implement SMS. The rule is consistent with the International Civil Aviation Organizations standards and responds to National Transportation Safety Board recommendations.
The SMS and reporting system SARPs of ICAO Annex 19 continue to be transposed into the EU Regulatory framework. In November 2021 the rules were adopted in Commission Implementing Regulation (EU) 2021/1963 on SMS in maintenance organisations (Part-145) - the applicability date for this is 2 Dec 2022.
Originated from ICAO, the 12 safety management system elements are: Management Commitment. Safety Accountability and Responsibilities. Appointment of Key Safety Personnel. Coordination of Emergency Response Planning. SMS Documentation. Hazard Identification. Safety Risk Assessment and Mitigation.
It is based on a series of questions to assess the SMS in terms of compliance with the regulation and its performance to effectively manage safety risk. It has been developed to enable a harmonised approach to SMS oversight globally, establishing an equivalent standard of SMS oversight internationally.
2, 2022, EASA Part 145 organizations must implement SMS within a two-year transition period (through Dec. 2, 2024). The system must include, among other things, hazard identification, risk management and safety assurance processes, and the designation of a safety manager.
A Part-145 organisation holding a B rating approval on a particular engine type and having in its approved scope of work NDT inspections for this engine type. This organization needs to have engine docHubing staff (qualified in ance with company procedures) and NDT personnel qualified in ance with 145.
