The Airline Safety and Federal Aviation Administration Extension Act of 2010 mandated that the FAA develop a rule requiring all Part 121 operators to implement SMS. The rule is consistent with the International Civil Aviation Organizations standards and responds to National Transportation Safety Board recommendations.
A Safety Management System (SMS) has become a required and integral part of the certification and eventual operation of an air carrier, required by 14 CFR part 5.
As a Part 91 operator, you are not required to have a SMS under U.S.A. law. Unless traveling to a country that requires a SMS, you may not need to rush to establish one.
