How a Bill Becomes a Law STEP 1: The Creation of a Bill. Members of the House or Senate draft, sponsor and introduce bills for consideration by Congress. STEP 2: Committee Action. STEP 3: Floor Action. STEP 4: Vote. STEP 5: Conference Committees. STEP 6: Presidential Action. STEP 7: The Creation of a Law.
Lets follow a bills journey to become law. The Bill Begins. Laws begin as ideas. The Bill Is Proposed. When a Representative has written a bill, the bill needs a sponsor. The Bill Is Introduced. The Bill Goes to Committee. The Bill Is Reported. The Bill Is Debated. The Bill Is Voted On. The Bill Is Referred to the Senate.
There are seven basic steps: Introduction, referral or assignment to house or senate committees, considered in house or senate committees, placement of bill on a legislative calendar, considered on the house or senate floor, signed or vetoed by governor, and lastly the bill does or does not become a law.

Q-Chat The First Reading. Bill is Sent To A Committee. Committee Takes Action. Bill Is Sent to the Floor Debate. Bill is Engrossed. Bill Switches Chambers. Presidential Action. BILL BECOMES A LAW!!!
First, a Representative sponsors a bill. The bill is then assigned to a committee for study. If released by the committee, the bill is put on a calendar to be voted on, debated or amended. If the bill passes by simple majority (218 of 435), the bill moves to the Senate.
Bills can also be petitioned by people or citizen groups who recommend a new or amended law to a member of Congress that represents them. Once a bill is introduced, it is assigned to a committee whose members will research, discuss, and make changes to the bill. The bill is then put before that chamber to be voted on.
Steps Step 1: The bill is drafted. Step 2: The bill is introduced. Step 3: The bill goes to committee. Step 4: Subcommittee review of the bill. Step 5: Committee mark up of the bill. Step 6: Voting by the full chamber on the bill. Step 7: Referral of the bill to the other chamber. Step 8: The bill goes to the president.
