Right click on your form and go to properties. Then go to Layout options,see there are a property named Size. Change it as your need as width and length wise.

You have to use some thumbs/handles ( simple user control ) and set them on the panel corners and in the middle of the edge. Then you just create some drag mechanizm.
Maximizing a form at run time generates a Resize event. The WindowState property reflects the current state of the window. If you set the WindowState property to FormWindowState. Maximized , the form is maximized independently of whatever settings are in effect for the MaximizeBox and FormBorderStyle properties.
