For the most part, the answer to this question is: no. College admissions officers dont have secret meetings to gossip about which of the incoming freshmen applied to their schools.
It can have a small impact but its nothing too worry about. A school wont decide to reject or accept you simply based on when you submitted your application. They understand that some students wont receive their test scores until close to the application date, especially for this year.
Schools do not have any access to your information until you add them to your My Colleges list. At that point, they can see only the information you have filled out for their school. They cannot see other schools to which you are applying.
Yet, the Common App and other applications inquire about siblings, sometimes even asking if a sibling is applying to the same school. Legacy influences admissions decisions, so the idea that demonstrated interest by more than one member of a family might improve admissions odds.
This really depends on the college. Some schools start to look at application as they come in, others wait until after the deadline to start reviewing applications. Some schools have a preferred deadline which is before the actual deadline.
When should I start filling out an application? The summer before your senior year is the best time to start. Most students do the majority of their application work in the fall of their senior year. See a college application timeline for seniors.
