While the most well-known examples involve denial of credit and insurance, also sometimes attributed to redlining in many instances are: denial of healthcare and the development of food deserts in minority neighborhoods.
Neighborhoods were ranked from least risky to most risky or from A through D. The federal government deemed D areas as places where property values were most likely to go down and the areas were marked in red a sign that these neighborhoods were not worthy of inclusion in homeownership and lending programs.
Redlining can be defined as a discriminatory practice that consists of the systematic denial of services such as mortgages, insurance loans, and other financial services to residents of certain areas, based on their race or ethnicity.
Redlining is an illegal practice in which lenders avoid providing services to individuals living in communities of color because of the race or national origin of the people who live in those communities.
With fewer shade-providing trees, parks and other green spaces, and a high density of heat-trapping concrete buildings and asphalt roads, these neighborhoods tend to retain more heat. The study found that redlined neighborhoods were 5 degrees F hotter on average than other neighborhoods in the same city.
Redlining thereby contributed to segregation, disinvestment, and racial inequities in opportunities for homeownership and wealth accumulation. Recent research examines associations between historical redlining and subsequent environmental determinants of health and health-related outcomes.
Neighborhoods were color-coded on maps: green for the Best, blue for Still Desirable, yellow for Definitely Declining, and red for Hazardous.
D-rated neighborhoods were marked in red on HOLC maps, which gave rise to the term redlining. These ratings channeled the flow of real estate credit into affluent, White neighborhoods, while depriving communities of color of much-needed investments. They legitimized racist appraisal and underwriting practices.
