Write capacity units. A write capacity unit represents one write per second, for an item up to 1 KB in size. For example, suppose that you create a table with 10 write capacity units. This allows you to perform 10 writes per second, for items up to 1 KB in size per second.
The traffic exceeds the per-partition maximum Each partition on the table can serve up to 3,000 read request units or 1,000 write request units, or a linear combination of both. If the traffic to a partition exceeds this limit, then the partition might be throttled.
Provisioned Mode 1 write capacity unit (WCU) = 1 write of up to 1 KB/s. 2 WCUs = 1 transactional write request (one write per second) for items up to 1 KB. For writes greater than 1 KB, total number of writes required = (total item size / 1 KB) rounded up.

As you said, RCU and WCU measures the number of reads and writes (respectively) per second. However, for obvious reasons, doing a 10 byte read is not billed the same as a read of the entire database - one RCU is a read of up to 4KB, and larger reads are counted as multiple reads. WCU uses a smaller quantum (1KB).
What is DynamoDB TTL? DynamoDB allows you to specify a time-to-live timestamp attribute in an epoch timestamp format to define when the item is no longer needed. This attribute will tell DynamoDB to remove items whose TTL attribute is later than current time.
Application performance will decrease due to the high number of retrying requests. Users will receive outdated data if only the write requests are throttled. The application can start losing data if it fails to retry the throttled write requests.
For on-demand tables, DynamoDB automatically allocates more capacity as your traffic volume increases to make sure that your workload doesnt experience throttling. However, throttling can occur if the traffic volume is more than double the previous peak within a span of 30 minutes.
Any capacity that you provision in excess of your reserved capacity is billed at undiscounted provisioned capacity rates. Reserved capacity is available for single-region, provisioned read and write capacity units (RCU and WCU) on DynamoDB tables that use the DynamoDB Standard table class.
