Substance Designer creates complex textures, called materials, while Substance Painter applies those materials to the model itself. Think of it as the difference between creating The Starry Night (Designer) and mixing the shades of azure, ebony, and eggshell that make up the painting (Painter).
The Texture Set List window shows all the material IDs from the current 3D model in a project. It allows to switch and see the layer stack associated with each material on the model as well as their dedicated settings.
To access the Texture Set Reassignment window go into the Texture Set list window and choose Settings Reassign Texture Sets. The window is divided in three sections : Disabled Texture Sets : List all the Texture Sets that are currently unused.
Dilation Width: This determines the pixel padding around the UV shells. You should be able to set this to either zero or very low. Disable the setting Use Low Poly Mesh as High Poly Mesh. Max Frontal Distance: This is the distance the bake will search outward for geometry.

32px is good if youre expecting your 4k texture to be mipped down to 128 and still hold up, but perhaps extreme for general use. Something like 16 pixels between islands at 4k is probably fine for many cases. In any case 16-32 is pretty safe for a 4k texture.
