There is no regulation saying how long quotes have to be honored. In essence, they are just estimates of how much it will cost to do a project and that the contractor is only obligated to meet that price expectation when a contract is signed. Most quotes have a line on them stating how long the quote is good for.

Contractor quotes, on the other hand, are legally binding (if accepted and signed) and are much more in-depth. Contractor quotes include the breakdown of services required and any exclusions, but they offer a more concrete timeline.
A quote is a figure that a contractor gets from a supplier for the price of materials they need for a job. Quotes are often only good for a certain period of timegenerally about a monthwhich means the builder has only that amount of time to buy the materials at the given price.
The contractor is generally bound to stick with whatever price they agreed to, but there are notable exceptions to this that are typically agreed to at the same time, or that may be implicitly allowable under your local legislation.
Business philosophy comes into play. Some companies might believe that a free estimate is a guess but a paid estimate is an accurate estimation of costs. Others want to be compensated for any work they do. Other contractors believe charging for estimates eliminates clients who arent serious about hiring them.
