Yes! At least in theory. And Im not talking about just putting the URL to some online game in; you can obviously do that. I mean 100% of the games code stored entirely on one of these. As surprising as it is to say, there theoretically is absolutely no reason you couldnt. A QR code is technically just a storage medium like any other. Its just as legitimate as a floppy disk, CD, or even hard drive. It doesnt store much data, but it is data nonetheless. Keep in mind the bar for data storage is actually pretty low. You could also manually write out binary zeros and ones or hex bytes by hand. Its not very efficient, but technically youve stored computer data. And while a QR code is most commonly used to store ASCII text, it can actually be made to store binary data as well. Which pretty much means anything you can store on a computer, you can store on a QR code - provided that it fits inside the size limitations. How limited are we? Well QR codes come in various standardized sizes,

A QR Code can encode numerals, alphabetical characters, kanji characters, katakana and hiragana characters, symbols, binary data, control codes and other data.
A QR code consists of black squares arranged in a square grid on a white background, including some fiducial markers, which can be read by an imaging device such as a camera, and processed using ReedSolomon error correction until the image can be appropriately interpreted.
The value for a valid QR code needs to be specified in text format. Any type of character is supported: ASCII as well as non-ASCII characters such as umlauts, accented characters, , etc.
Data capacity: A single QR Code symbol can hold up to 7089 numeric characters, 4296 alphanumeric characters, 2953 bytes (binary data) or 1817 Kanji characters (character set ing to JIS X 0208).
The patterns within QR codes represent binary codes that can be interpreted to reveal the codes data. A QR reader can identify a standard QR code based on the three large squares outside the QR code.
The value for a valid QR code needs to be specified in text format. Any type of character is supported: ASCII as well as non-ASCII characters such as umlauts, accented characters, , etc.
Changing a QR Code type First, select the pencil icon titled Edit Content beneath the download button of the QR Code youd like to change. At the top of the screen, youll see an option that says Update Code, and from here, you can select the type of QR Code youd like to change to.
The most common misconception is that QR codes are 3D, which they are not. And adding different colors does not affect the dimensionality of a barcode, only the color array.
