Put your phone into test mode for precise signal readings on iOS and Android devices. On an iPhone, dial *3001#12345#* in the phone app and press call to enter field test mode. See signal level as a negative number. To display numbers instead of dots, hold power button for 5 seconds, then home button for 5 seconds. On Android, go to settings, general, about device, and tap on status for signal strength. Unfortunately, there is no way to replace bars with numbers on Android devices. Negative number indicates signal strength, closer to 0 is stronger (e.g. negative 100).
