A permissions password is issued by the provider of the document to ensure the protection of their content. This password is created from their end and not associated to docHub. There are multiple tools that allow people to password protect their documents.
Open the PDF. Click the Lock icon in the upper-left corner of the page. Click the link labeled: Permission Details. In the Security Method drop down, select: No Security.
