Controlled Unclassified Information, Emails, and Marking. When sending an email; a banner marking must appear at the top portion of the email. In addition to the banner marking, an indicator can be included in the subject line to indicate that the email also contains CUI.
Marking is the principal way of letting holders of information know the specific protection requirements for that information. Marking and designation of classified information are the specific responsibility of original and and derivative classifiers.
The United States uses three classification levels: Top Secret, Secret and Confidential. Each level is defined in relation to the potential for damage to the national security.
Portion markings consist of the letters “(U)” for unclassified, “(C)” for “Confidential,” “(S)” for “Secret,” and “(TS)” for “Top Secret.”
Documents and other information must be properly marked "by the author" with one of several (hierarchical) levels of sensitivity—e.g. restricted, confidential, secret, and top secret.
Portion marking is mandatory on classified documents. Portions include titles, subjects, paragraphs and sub- paragraphs, bullet points, charts, etc. The categories and dissemination controls are not carried forward to the banner line. Markings are for training purposes only.
Limited Dissemination Controls Markings by a double forward slash (//). Emails that contain CUI: Must include a Banner Marking above the email text. Must include a Banner Marking above the email text when forwarding or responding CUI received by email.
On the Information protection page, under Labels, click the ellipses appearing on the CUI group line and select +Add sub-label. This will bring up the screen to name and create a tooltip for your label. In the Name field, enter a designator, such as CUI-Controlled Technical Information.
The purpose of banner line markings is to alert holders of information to the presence of classified information and controls, dissemination controls, or safeguarding requirements on the overall document or interior page. Banner lines are formatted with all uppercase letters.
Emailing CUI It is best practice to include an indicator marking such as “Contains CUI” at the end of the subject line. CUI being emailed outside the GSA network must be in an attachment encrypted with FIPS-compliant WinZip. The name of the attached file may contain a CUI indicator.
