Then set up manually. Connect iPhone to WiFi to activate. If you cannot activate iPhone, try another WiFi. Or insert a SIM card. If both doesnt work, connect iPhone to the computer. Run iTunes to activate it. After activate iPhone, you can choose to set it up as a new iPhone or transfer data to your iPhone. If you want to set it as a new iPhone, choose Dont Transfer Apps and Data. If have iCloud backup, tap Restore from iCloud Backup. Then sign in with your Apple ID. Choose one backup.
