If you are using desktop version of PowerPoint, please go to File>Options>Customize Robbin to check there is a Chart command under Illustrations group. If there is no Chart, please click Reset that is circled in the screenshot. If you are using PowerPoint for the Web, there is no Chart under Insert Tab.
On the Design tab, in the Type group, click Change Chart Type. In the Change Chart Type dialog box, click a chart type that you want to use. The first box shows a list of chart type categories, and the second box shows the available chart types for each chart type category.

The Chart Tools contextual tab appears at the top of the PowerPoint window. If you do not see the Chart Tools tab or the Design tab under it, make sure that you click the chart to select it.
The other reason you can't edit the data could be that it's a pasted picture of a graph which isn't editable. If that's the case, then you'll need to re-create the graph in PowerPoint in order to get something you can edit. I hope this helps!
Excel does not provide an option to format multiple charts simultaneously. For example if you want to add data labels you have to manually select each chart and then add data labels. This can get really inconvenient if you have say 10 or more charts requiring similar formatting.
