In this tutorial, the presenter explains how to use the timer control in Windows Forms. To start, users should drag and drop the timer control into their Visual Studio project, where it will appear in the bottom bar rather than on the form itself. The timer's Enabled property is set to true by default, and the Interval property is initially 1000 milliseconds (1 second). Each tick event triggers after the interval, meaning that after every 1000 milliseconds, the tick event will fire. To update the displayed date and time every few seconds, the presenter suggests changing the interval to 3000 milliseconds instead of the default 1000 milliseconds, leading to a more manageable update frequency.
