Under Texas law, your health care provider owns the actual medical record. For example, if your provider maintains paper medical records, they own and have the right to keep the original record. You only have the right to see and get a copy of it. My provider makes personal notes about patients in their medical record.
Some veterinarians will personally email and even text with their clients, finding it easier than other methods of communication. And since our strict medical privacy laws dont apply to pets, these are perfectly legitimate means of relaying crucial medical information.
Most airlines also require a Certificate of Veterinary Inspection (health certificate) issued within 10 days of travel. Federal regulations require pets to be at least 8 weeks old and they should be weaned at least 5 days before flying. Talk to your veterinarian about feeding schedules.

Unlike people, pets are not protected by HIPAA, the law that guides medical privacy, because they are considered property and not persons (although there are many pet owners who would argue otherwise!) Like people, however, health information for pets and livestock collected at the vet also is protected by law.
The HIPAA privacy rule requires HHS to give anyone who asks in writing copies of their records maintained by or for HHS.
However, if you wish to see any of those records relating to your pet then subject to relevant right and obligations under data protection laws, your clinic will usually be able to provide you with a copy of any relevant clinical records that they hold.
