Yes. Submit your application by the deadline. The letters of recommendation may be uploaded by the recommender after your submission, but preferably within two weeks of the deadline. Please note that departments may not review the application until all letters have been received.
You should try to get your request to them as soon as possible, but give your references at least a month to complete and submit your letters. The start of your senior year is a good time to begin asking teachers for recommendation letters, especially if youre applying for early decision.
If youre reapplying, your recommenders may resubmit the previously written letters with your new application.
You should give the writer 2-4 weeks notice to write the letter. Since most students who enroll in college are 18 or older, FERPA gives them the right to request access to their letters of recommendation, wherever they might be stored along with the rest of their application materials.
Some word processors or PDF editors will also allow you to digitally sign and associate this with some form of cryptographic signature. In short: sign your letter, but do it the easy and electronic way if you can.
