To turn a photo into a PDF, open it with Preview. From the menu bar on top, click on File, and then Export. Click on the Format dropdown menu and select PDF from the list. Modify the file name in the window if needed, choose the destination to save the file, and click on Save.
Launch Acrobat and choose Tools Combine Files. The Combine Files interface will display a toolbar at the top. Drag files into the Combine Files interface. Alternatively, you can select an option from the Add Files menu.
