Air pressure too low. Improper thinner being used. Material not properly mixed. Surface rough, oily, dirty.
Begin sanding the entire wood surface with coarse-grit sandpaper (80 grit), then progress to medium-grit sandpaper (150 grit), and then to a fine-grit sandpaper (220 grit) before you stain. When sanding, sand the entire table with each grit before moving on to the next grit.

Let it sit just follow the instructions i think its 30 minutes. And then wipe it off and i mean wipe all of it off use multiple cotton rags.
If choosing to use an orbital or belt sander, be very careful not to gouge the surface. Do most of the initial sanding with 100-grit sandpaper, then step up to 150-grit and do a final pass with 220-grit to smooth out the grain. Finish to a smoothness that makes you happy.
When youre looking for a high-gloss finish, lacquer will give you the best results. Use silicon carbide sandpaper and water to wet-sand the treated surface and then rub it until it displays a smooth and even sheen.
The process is called rubbing out, and serves the purpose of getting rid of minor imperfections in a surface film finish, such as varnish or lacquer, (sometimes) leveling the finished surface, and establishing a consistent sheen.
After the lacquer cures for a few weeks it can be sanded perfectly level and buffed to a high gloss. During those weeks, almost all of the solvents evaporate and the remaining solids get dry and hard.
