If you are getting a rough finish after several coats of varnish, you may want to wet-sand the surface with 220 grit to level it out. Here I have leveled out the finish prior to the final coat and sanded it to 320 grit. I vacuumed the surface, wiped it down with a ragged wetted with mineral spirits.
How to rub out a varnish to a mirror shine Tape off the perimeter. 600-grit sandpaper wrapped around a paint roller cover levels the surface. Wrap a blue shop towel around a felt block and clean off the surface. Mirlon abrasive pads further polish the finish.
If the finish is very uneven, you will have to sand the finish flat and apply another coat of varnish. Then you will be able to buff the top coat of varnish to whatever sheen you like. If you try to buff a rough varnish surface, you will burn through the topcoat of varnish and you will see the coats in layers.
Sanding knocks off any rough spots, smooths raised grain, and allows the third coat to go on without a hitch. Sand lightly with 120-grit paper. Dont rub too hard or youll go right back to bare wood. If the varnish rolls up into a gummy mess, it needs longer to harden.
Usually when varnish makes a surface rough, its either that its picked up dust during the drying process, or it was being brushed/wiped too long after application.
