There are a couple of ways to do this one is to open Excel first, then from the Data tab use the Import from Text option and select your csv file. This will bring up the Import Wizard and allows you to set dictate how the data is imported. Then you just need to be careful how you save it.

How to Convert a TXT file to CSV Open Excel and create a new spreadsheet. Select the Data tab. On the far right, click Get External Data, then select the From Text option. Find the TXT file on your computer and click Open. In the first step of the Import Wizard, select Delimited.
To preserve all the digits in text-formatted numbers, you have to import the downloaded CSV file as raw data into a new Excel spreadsheet, set the column datatypes as needed, and then save the new file as an Excel workbook. Excel (XLSX) files will preserve these formats, CSV files wont.
