Yes. Go to Document Header and Footer and click on the Options tab. The default starting page number is 1; overtype this with the number you want and click OK.
Go to Production Edit Scene Number. To remove the number from the page, clear the box with the Delete or Backspace key and click OK. To change the number to something else, edit the value in the box and click OK.

Final Draft opens up a simple dialog, that has three tabs: Header, Footer, and Options.
