Base64 is a scheme for converting binary data to printable ASCII characters, namely the upper- and lower-case Roman alphabet characters (AZ, az), the numerals (09), and the + and / symbols, with the = symbol as a special suffix code. The datas original length must be a multiple of eight bits.
Base64 uses the characters + and / , which may have special meanings in URLs. Because Data URLs have no URL path segments or query parameters, this encoding is safe in this context.

PHP doesnt support the Base64URL standard, but you can use built-in functions to normalize values. The only thing you have to change is to replace 62-63 index characters. More exactly, you should use - instead of + and instead of /.
