What you want to go for is a finish that is known as water-white. This means that when it dries on the surface of the wood, it wont bring any color to the party. Just about any water-based finish fits into this category. There are also water-white lacquers that work very well.

Staining over an old, failing finish can lead to premature peeling or flaking of the new stain. Stripping eliminates this risk by ensuring a strong bond between the wood and the fresh stain.
To fix a streaky job, first strip as much of that color off as you can. Scrub the surface of an oil-based with a Scotch-Brite pad and mineral spirits until the streaks are all gone. If you have a water-based stain, scrub the area using a lacquer thinner.
Leave the original stain in place if you want to stain the piece a darker color. If youre going from a light stain to a dark stain, theres no need to strip away the existing stain first. However, keep in mind that the existing stain may alter the color of the finished product.
From this experiment, I can honestly say adding darker wood stain to an already stained piece did work for me. Maybe one day I will try this on a bigger piece of furniture and I will be happy to break down the entire process to share with you.
