Reprocessing involves repeating established manufacturing process steps like crystallization on an intermediate or API that does not meet specifications, while reworking uses a different non-established process and additional testing is required for reworked batches which must be validated if done frequently.
Although the terms are often used interchangeably, reprocessing specifically refers to separating plutonium and uranium from spent fuel. In contrast, recycling means using reprocessed material to create new fuels for commercial power reactors.
Rework is taking a product or material with a certain formula and working this into additional like products or materials. If you repackage into different weights, sizes, or just general labeling (organic) you are not taking a like material and working this into an additional functional material your just repackaging.
Rework is defined as wholesome, salvageable product generated during a production run that is not acceptable as the approved finished end product on the end product schedule. Any raw product that does not go through the entire production process should not be considered rework.
Note that reworking is distinct from reprocessing. Under ICH Q7, reprocessing is confined to intermediates, whereas reworking is reserved for finished products (2). Reworking includes steps that were not part of an initial biomanufacturing process.
