Conductive materials like copper or silver epoxy are used to fill the holes. These metals aid in effectively transferring the electric signal and improve the thermal conductivity of the via. The conductive filling can also help to deviate the heat from large components like ICs, BGAs, microcontrollers, and processors.
Vias and Solder Mask Good design practices require short power and ground loops so the vias are best held closely to the SMD pad. When the vias are open metal, you have to strike a balance between the two requirements. The easy way out is to cover the vias with a tent of solder mask on both sides.
Via covering is usually a solder mask or any other non-conductive material that protects the via from the entry of solder paste, dust, or any other particles. Open vias are not preferred because they may cause accidental conductive paths due to accumulated solder paste.
Not always, but that depends on the design and end-use of the printed circuit board (PCB). Solder mask (also called resist and overcoat) is used to isolate conductive areas of the PCB by covering them with an insulative layer.
