In some cases, you can get away with leaving the previous coat as it is, as long as you perform the other necessary preparation steps, such as sanding and power washing. If, for instance, the new stain is the same brand and color as the old stain, you might not need to go through the complete removal process.
The new stain you are applying over the old stain should be compatible. For instance, if its an oil-based stain, apply another oil-based stain. If its a water-based stain, apply another water-based stain. Incompatible stains can lead to poor adhesion or blotchy and uneven finish.
Leave the original stain in place if you want to stain the piece a darker color. If youre going from a light stain to a dark stain, theres no need to strip away the existing stain first. However, keep in mind that the existing stain may alter the color of the finished product.
Water-based stains need to be stripped off before you apply a new finish, while oil-based stains can be recoated after you use a deck cleaner. To test the stain: Apply a small amount of deck stripper to a small area on your deck. Let it sit for about 15 minutes, then wipe it off with a cleaning rag.
Start by stripping off what you can (as described above), then seal the wood with a water-thin mix of de-waxed shellac and alcohol. Saturate the wood with the solution and wipe it off. Let it dry for 2 hours. Then switch to a 100 percent pigmented stain, such as Varathane (most stains are a mix of dye and pigment).

Staining over an old, failing finish can lead to premature peeling or flaking of the new stain. Stripping eliminates this risk by ensuring a strong bond between the wood and the fresh stain.
Remove Excess Background Stain (Differentiate) On most occasions when Harris hematoxylin is employed, a differentiation (destaining) step is required to remove non-specific background staining and to improve contrast. A weak acid alcohol is used. After this treatment, blueing and thorough rinsing is again required.
